Why if I’m a 4/4 would my Rs7412 show no clinical abnormalities?

The graph is showing that Rs7412 with C/C alleles by itself doesn't prove you have ApoE 4/4. However, as this quote below shows, it all depends on who its neighbors are:
If the allele of this SNP is "C" and the same chromosome also harbors the rs429358 "C" allele, the combination is known as an APOE-ε4 allele.

4/4 and still an optimist!
